ITAR - International Traffic in Arms Regulations 120.15: Meet the conditions and recordkeeping duties attached to every exemption

Persons required to register must do so before using any exemption; exemptions cannot be used where the exporter, any party to the export, source or manufacturer, broker or other participant is generally ineligible under 120.16 without prior DDTC authorisation, or for exports, reexports, retransfers or temporary imports involving 126.1 destinations except as 126.1 allows; each exemption carries its own limits (120.15(a)-(d)). Every exemption-based export, reexport, transfer or retransfer must be recorded with the description of the article, data or service, the end user's name, address and contacts, the natural person responsible, the stated end use, the date, the EEI Internal Transaction Number and the method of transmission (120.15(e)). Technical data exemptions must be certified by marking the package or letter '22 CFR [exemption] applicable', with a written certification for oral, visual or electronic exports, kept for five years (120.15(f)).
