The BRS describes the proposed system at a high level, giving the operational features without design detail: operational policies and constraints, a description of the system, its operating modes, the user classes and other people involved, and the support environment, as Annex A details for the operational concept (9.3.16); high-level scenarios of the way users, operators and maintainers will work with the system in the situations that matter, each with a unique name and number and cited from the business processes (9.3.17); the concepts for acquiring, deploying, supporting and retiring the system (9.3.18); and the cost and schedule limits on the project (9.3.19).
