The governing body should make sure decisions are open and in step with what society at large expects. An organization is socially responsible when its conduct is consistent, open and in keeping with its own values and with what stakeholders and society expect. Keeping within the law is frequently not enough, since legislation trails behind social expectations and sets only a floor; the organization accepts responsibility for the effects it has on the society it belongs to (ISO 26000 is the referenced source).
