Works agreements may not regulate pay and other working conditions that collective agreements settle or usually settle, unless a collective agreement expressly allows supplementary works agreements. Works agreements apply directly and bindingly; employees may waive rights under them only with the council's consent, rights cannot be forfeited, and time limits for claims must be set by collective or works agreement. Unless otherwise agreed they can be terminated at three months' notice, and in matters where the conciliation committee can decide, their provisions continue to apply until replaced.
