Title II: Registration of substances – EU REACH Regulation (Regulation (EC) No 1907/2006)

EU REACH Regulation (Regulation (EC) No 1907/2006) 21: Start or continue manufacture or import only when the registration window has passed without objection

What does 21 require?

After submitting a registration the registrant may start or continue manufacture or import, or production or import of articles, if the Agency gives no contrary indication within three weeks of the submission date (or of the date further information was received where the Agency asked for it to complete the registration); the same applies after an update. A registrant covered by a lead registrant's joint submission may proceed only after the time limits have passed for both the lead registration and its own. If the registrant fails to complete an incomplete registration by the Agency's deadline the registration is rejected and the fee is not refunded.
