A registrant of a substance at 10 tonnes or more a year must carry out a chemical safety assessment and document it in a chemical safety report under Annex I, covering human health, physicochemical and environmental hazards and a PBT and vPvB assessment; it need not cover the substance in a mixture below the CLP cut-off values or, for PBT or vPvB substances, below 0.1 %. Where the substance meets listed CLP hazard classes or is PBT or vPvB, the assessment must add exposure assessment, including exposure scenarios (or use and exposure categories) and exposure estimation, and risk characterisation for all identified uses. Human health risks from food contact and cosmetic end uses need not be covered.
