A manufacturer of an on-site isolated intermediate, or a manufacturer or importer of a transported isolated intermediate, at one tonne or more a year must register it. A reduced registration (identity, classification, available property data with study summaries, brief use description and risk management measures, plus Annex VII information for transported intermediates above 1 000 tonnes) is allowed only where the registrant confirms, or for transported intermediates has received confirmation from the user, that the substance is rigorously contained by technical means throughout its life cycle, that procedural and control technologies minimise emissions and exposure, and, for transported intermediates, that only trained and authorised staff handle it, systems are purged before opening, accidents and waste are handled to minimise emissions, and handling procedures are documented and supervised by the site operator. Otherwise full Article 10 information is required.
