EU REACH Regulation (Regulation (EC) No 1907/2006) 11: Joint submission: one substance, one registration, with justified opt-outs

What does 11 require?

Where several companies register the same substance, the lead registrant, acting with the agreement of the others, first submits the classification and labelling, study summaries, robust study summaries and testing proposals, and each registrant then submits its own identity, substance identity, uses and exposure information; guidance on safe use and the chemical safety report may be submitted jointly or separately. A registrant may opt out of submitting particular hazard information jointly only if joint submission would be disproportionately costly, would disclose commercially sensitive information likely to cause substantial detriment, or it disagrees with the lead registrant on the selection of information, and it must explain why in its dossier. The same rules apply to isolated intermediates.
