Applies to drip pads conveying treated wood drippage, precipitation or run-off to collection systems at wood preserving plants (not to pads under structures that prevent run-on and run-off, nor to infrequent incidental drippage in storage yards that is cleaned up and recorded) (264.570). Existing pads must be evaluated with a PE-certified written assessment, and upgrade, repair and modification plans submitted, with as-built drawings and PE certification on completion; leaking or unfit pads are repaired or closed (264.571). New pads must meet 264.573 (with a liner and leak detection system, or with a sealed impermeable surface), 264.574 and 264.575 (264.572). Pads must be non-earthen, sloped to drain, curbed or bermed, sealed or coated with an impermeable cover (hydraulic conductivity no more than 1 x 10(-7) cm per second, or a liner with leak detection), strong enough to prevent failure, kept free of cracks, gaps and corrosion; run-on control for a 24-hour, 25-year storm and run-off management for the same volume unless covered; PE certification of compliance with annual recertification of the surface; drippage and precipitation removed from collection systems to prevent overflow; the surface cleaned so residues are removed and managed, with records; tracking off the pad minimised; treated wood held on the pad until drippage ceases, with records; collection units emptied after storms; releases recorded, the pad area removed from service, the condition repaired, and the Regional Administrator notified; and past operating and preservative practices documented (264.573). Pads are inspected during construction and weekly and after storms in operation (264.574). At closure all residues, pad components, subsoils and equipment are removed or decontaminated, or the pad closes as a landfill, with contingent plans where it lacks a liner (264.575).
