EPA RCRA Hazardous Waste Management 264-SubpartS: Part 264 Subpart S: Special provisions for cleanup (CAMUs, temporary units, staging piles)

To implement corrective action remedies, the Regional Administrator may designate Corrective Action Management Units (CAMUs) for remediation waste (264.550 to 264.552; CAMUs approved before April 22, 2002 or applied for by November 20, 2000 are grandfathered under 264.551): the owner or operator must supply the information needed for designation (origin of wastes, design and operation, hydrogeology, and more), and the permit or order sets the areal configuration, liner and cap requirements for new or expanded units (composite liner and leachate collection unless alternatives are approved), treatment of principal hazardous constituents to set reductions or to adjusted standards, ground-water monitoring, closure and post-closure care; storage-or-treatment-only CAMUs operate under a time limit; designation requires public notice and comment. Temporary units (tanks and container storage areas for remediation waste) may receive alternative standards for no more than one year, extendable once by one year (264.553). Staging piles of solid, non-flowing remediation waste used only during remedial operations must be designated in the permit, closure plan or order on the owner's information, must meet performance criteria (reliable remedy, preventing releases by design, with standards for operating period, volume, controls, waste characteristics and hydrogeology), may take ignitable, reactive or incompatible waste only when rendered safe or separated, are not land disposal, may operate for up to two years (one extension of up to 180 days), and must close within 180 days after their term, by removal and decontamination in previously contaminated areas or clean closure in uncontaminated areas (264.554). CAMU-eligible waste may be sent to an off-site permitted hazardous waste landfill with Regional Administrator approval, public notice and treatment to CAMU standards, generators complying with 268.7(a)(4) (264.555).
