Landfills need a liner system and a leachate collection and removal system (new units, lateral expansions and replacements begun after the 1992 dates: two or more liners with leak detection between them, slope of one percent or more, own sumps; alternatives or monofill waivers only with approval; Alabama permits always require double liners), run-on control for the peak discharge of a 25-year storm, run-off management for the volume of a 24-hour, 25-year storm, prompt emptying of collection facilities and wind dispersal control (264.301). An action leakage rate and pre-approved response action plan apply, with written notice within 7 days of an exceedance, a preliminary assessment within 14 days, and follow-up (264.302, 264.304). Liners and covers are inspected during construction; operating landfills are inspected weekly and after storms (run-on and run-off systems, wind dispersal control, leachate collection) and leak detection sump liquids recorded (264.303). Each cell's exact location, dimensions and depth relative to permanent benchmarks, and the contents and approximate location of each waste type, must be mapped and recorded (264.309). At final closure or closure of any cell a final cover must minimise liquid migration long term, function with minimal maintenance, promote drainage and minimise erosion, accommodate settling and subsidence, and have permeability no greater than the bottom liner or natural subsoils, followed by post-closure care, cover maintenance, leachate and leak detection operation, ground-water monitoring, protection of benchmarks and run-on and run-off control (264.310). Ignitable or reactive waste must meet Part 268 and be treated or protected (containerised ignitable waste under conditions) (264.312); incompatible wastes kept apart (264.313); bulk or free liquids are prohibited (Paint Filter Liquids Test, Method 9095B; containers with free liquids only if decanted, solidified with non-biodegradable sorbents, very small, lab packs or batteries; non-hazardous liquids only where no other option and no contamination risk) (264.314); containers must be at least 90 percent full or crushed or shredded (264.315); lab packs must use non-leaking inside containers overpacked in open-head DOT metal containers of no more than 416 litres (110 gallons) with compatible sorbent, no incompatible wastes together and reactive wastes rendered non-reactive (264.316); dioxin wastes need an approved management plan (264.317).
