Secondary containment must be provided for all new and existing tank systems before they are put into service (and for tanks holding materials later listed, within two years of the listing or at 15 years of age, whichever is later), designed, installed and operated to prevent migration to soil, ground water or surface water and to detect and collect releases: compatible materials of adequate strength and thickness, a supporting foundation resisting settlement, compression and uplift, a leak detection system detecting failure or releases within 24 hours (or the earliest practicable time if demonstrated), and drainage with spilled or leaked waste and precipitation removed within 24 hours (or as soon as possible if demonstrated); collected material is managed as hazardous waste or under the Clean Water Act as applicable. Containment must be an external liner, a vault, a double-walled tank or an approved equivalent: liners and vaults holding 100 percent of the largest tank and preventing run-on unless extra capacity for a 25-year, 24-hour rainfall exists, liners free of cracks and surrounding the tank, vaults with chemical-resistant water stops, impermeable interior lining, vapour ignition protection for ignitable or reactive waste and an exterior moisture barrier where needed, and double-walled tanks integrally built, corrosion-protected and with continuous leak detection within 24 hours. Ancillary equipment needs secondary containment except aboveground piping, welded flanges and joints, sealless or magnetic-coupling pumps and valves, and pressurised piping with automatic shut-off, each visually inspected daily. Variances for equivalent protection or no substantial hazard require written notice (24 months before containment is due for existing tanks, 30 days before contracting for new ones), a demonstration within 180 days and operation as demonstrated; releases at variance tanks trigger 264.196 and soil clean-up or landfill closure. Until secondary containment exists, tanks need annual leak tests (non-enterable underground tanks and ancillary equipment) or a PE-scheduled condition assessment, with results on file.
