Container storage areas must have a containment system: a base free of cracks or gaps and impervious enough to hold leaks, spills and precipitation until detected and removed; a sloped or otherwise drained base unless containers are elevated or protected from accumulated liquid; capacity for 10 percent of the container volume or the volume of the largest container, whichever is greater (containers without free liquids excluded); run-on prevented unless there is extra capacity for it; and timely removal of spilled waste and precipitation from sumps to prevent overflow. Areas storing only containers without free liquids need no such system if the area drains precipitation or containers are elevated or protected, except that F020, F021, F022, F023, F026 and F027 wastes always need the full containment system.
