Facility personnel must successfully complete classroom instruction or on-the-job training, directed by a person trained in hazardous waste management procedures, that teaches them to perform their duties in compliance with Part 264, including hazardous waste management procedures and contingency plan implementation relevant to their positions, and that prepares them to respond effectively to emergencies (using, inspecting, repairing and replacing emergency and monitoring equipment; key parameters for automatic waste feed cut-off systems; communications or alarm systems; response to fires or explosions; response to ground-water contamination incidents; shutdown of operations), OSHA 1910.120(p)(8) and (q) training counting where the overall program meets the section. Training must be completed within six months of employment or assignment to a new position, with no unsupervised work before completion, and reviewed annually. The facility must keep job titles and the names of employees filling them, written job descriptions with the requisite skills, education or qualifications and duties, a written description of the type and amount of introductory and continuing training for each position, and records of training completed; records for current personnel are kept until closure and for former employees at least three years.
