EPA RCRA Hazardous Waste Management 264.12: § 264.12 Required notices

A facility arranging to receive hazardous waste from a foreign source under Part 262 Subpart H must: where acting as importer and the exporting country does not control the waste, notify EPA at least 60 days before the first shipment departs (one notification may cover up to one year of similar wastes from the same foreign exporter); send the signed movement document within three working days of receipt to the foreign exporter and the competent authorities of export and transit, closing it out in WIETS, and keep the original for at least three years; inform EPA where waste it controls must go to an alternate facility or be returned; and send confirmations of recovery or disposal no later than 30 days after completion and one calendar year after receipt (via WIETS), passing on final-facility confirmations after interim operations R12, R13, RC3 or D13 to D15. A facility receiving waste from an off-site source (unless it is also the generator) must tell the generator in writing that it holds the appropriate permits for and will accept the waste, keeping the notice in the operating record. Before transferring ownership or operation during the operating life, or of a disposal facility during post-closure care, the owner or operator must notify the new owner or operator in writing of the requirements of Part 264 and Part 270.
