The owner or operator must take precautions to prevent accidental ignition or reaction of ignitable or reactive waste: separate and protect it from ignition or reaction sources (open flames, smoking, cutting and welding, hot surfaces, frictional heat, static, electrical or mechanical sparks, spontaneous ignition, radiant heat), confine smoking and open flames to designated locations while it is handled, and post "No Smoking" signs wherever there is a hazard. Where other sections require it, a facility treating, storing or disposing of ignitable or reactive waste, or mixing incompatible wastes or materials, must prevent reactions that generate extreme heat or pressure, fire, explosions or violent reactions; uncontrolled toxic mists, fumes, dusts or gases or flammable fumes or gases in threatening quantities; damage to structural integrity; or other like threats. Compliance must be documented, based on published scientific or engineering literature, trial tests, waste analyses under 264.13 or results for similar wastes and processes.
