The owner or operator must prevent the unknowing entry, and minimise the possibility of unauthorised entry, of persons or livestock onto the active portion of the facility, unless it demonstrates to the Regional Administrator that contact with the waste, structures or equipment will not injure intruders and that disturbance of the waste or equipment will not cause a violation. Absent that demonstration the facility must have either a 24-hour surveillance system that continuously monitors and controls entry (television or guards) or a barrier completely surrounding the active portion (such as a fence in good repair) with a means to control entry through gates at all times (attendant, monitors, locked entrance or controlled roadway access), and must post "Danger, Unauthorized Personnel Keep Out" signs (or an equivalent legend) at each entrance and elsewhere visible from any approach, in English and any other language predominant in the area, legible from at least 25 feet.
