EPA RCRA Hazardous Waste Management 264.19: § 264.19 Construction quality assurance program

Surface impoundments, waste piles and landfills subject to the double-liner requirements of 264.221(c) and (d), 264.251(c) and (d) and 264.301(c) and (d) require a construction quality assurance (CQA) program, directed by a CQA officer who is a registered professional engineer, ensuring the unit meets the permit's design criteria for foundations, dikes, low-permeability soil liners, geomembranes, leachate collection and removal and leak detection systems, and final covers. A written CQA plan must identify the units and how they will be built, key personnel and the CQA officer's qualifications, and the inspection and sampling before, during and after construction (sample sizes and locations, test frequency, data evaluation, acceptance and rejection criteria, corrective measures and records for the operating record). The program must include observations, tests and measurements sufficient to ensure structural stability, proper construction and installation, and material conformity, and test fills for compacted soil liners verified by in-situ hydraulic conductivity testing (or an accepted alternative demonstration). No waste may be received in the unit until the CQA officer's signed certification that the plan was carried out and the unit meets the requirements has been submitted to the Regional Administrator by certified mail or hand delivery and the 270.30(l)(2)(ii) procedure is complete.
