No later than 60 days after completing the post-closure care period for each disposal unit, the owner or operator must submit to the Regional Administrator by registered mail a certification, signed by the owner or operator and a qualified Professional Engineer, that post-closure care was performed per the approved post-closure plan; supporting documentation must be furnished on request until release from post-closure financial assurance.
