EPA RCRA Hazardous Waste Management 264.118: § 264.118 Post-closure plan; amendment of plan

The owner or operator of a hazardous waste disposal unit must have a written post-closure plan (contingent plans for certain impoundments and waste piles; others that turn out unable to clean close must submit one within 90 days). For each unit it must identify post-closure activities and their frequencies, including planned monitoring under Subparts F, K, L, M, N and X; planned maintenance to ensure the integrity of the cap, final cover or other containment and the functioning of monitoring equipment; the name, address and phone number of the person or office to contact during post-closure care; and any alternative requirements for a regulated unit. The plan is furnished on request until final closure and thereafter kept by the named contact for the rest of the post-closure period. Amendments go by permit modification with the amended plan: mandatorily when operating plans or design changes, the expected closure year changes, or events during the active life affect the plan, or alternative requirements are sought; at least 60 days before the change or within 60 days after an unexpected event, and within 60 days (90 for impoundments or piles not previously required to have one) of a Regional Administrator request.
