Australian Consumer Law (Competition and Consumer Act 2010 Schedule 2) s39: s 39 Do not send unrequested credit or debit cards or convert card functions without a written request

A card issuer must not send a credit card or debit card (or an article usable as either) to a person except at the written request of the person who will be liable for its use, or as a renewal, replacement or substitute for a card of the same kind previously requested in writing or already used. It must not enable a credit card to be used as a debit card, or a debit card as a credit card, except at the cardholder's written request.
