A business must not offer a rebate, gift, prize or other free item in connection with supplying or promoting goods, services or land with the intention of not providing it, or not providing it as offered. Having made such an offer, it must provide the item as offered within the time stated, or within a reasonable time if none is stated, unless the failure was caused by another person or a cause beyond its control despite reasonable precautions and due diligence, or the recipient agrees to a replacement.
