Where the RTO or a third party receives prepaid fees above $1,500 from or for an individual for the same VET course (the threshold): a government entity or Australian university RTO keeps a prepaid fee policy saying how the individual will either be placed in an equivalent course at a suitable location at no extra cost or be refunded prepaid fees above the threshold for undelivered services; any other RTO implements at least one of an unconditional guarantee from an Australian bank at all times at least equal to prepaid fees held above the threshold (cost borne by the RTO), current membership of a tuition assurance scheme that places or refunds the individual, or another measure the Regulator approves.
