The RTO must not print a student identifier on any qualification or statement of attainment, and must ask the Registrar to verify that an identifier a person gives belongs to that person before using it. An RTO that is not a constitutional corporation must not issue a qualification or statement to a student without a student identifier unless a Ministerial exemption applies (constitutional corporations are bound by the equivalent s 53 of the Student Identifiers Act 2014). Where an exemption applies, the RTO tells the student before enrolment completes or training starts, whichever is first, that their results will not be accessible through the Commonwealth or appear on an authenticated VET transcript.
