Designers must so far as reasonably practicable first eliminate risks by eliminating hazards (for example pre-fabrication on the ground avoids work at height, or including meeting rooms avoids isolated offsite meetings), then substitute (for example pre-finished materials), isolate (for example separating noisy machinery from workstations, or barriers between workers and the public), or use engineering controls (adequate ventilation and lighting, natural surveillance, permanent anchorage and hoisting points for maintenance at height), then administrative controls such as warning signs and exclusion zones, and then PPE. Administrative controls and PPE are least effective and are only a back-up, a short term interim measure or a last resort.
