Australia Model Code of Practice: Safe Design of Structures 1.2b: 1.2 Know who counts as a designer, including those who alter or modify a design

A designer includes a PCBU that prepares sketches, plans or drawings, including variations, or makes decisions incorporated into a design that may affect the health or safety of those who construct or use the structure or are nearby. It covers architects, building designers, engineers, building surveyors, interior designers, landscape architects, town planners and other design practitioners (for example a drainage engineer), building service designers, contractors carrying out design work as part of a project, temporary works engineers (formwork, falsework, scaffolding, sheet piling) and people who specify how alteration, demolition or dismantling is done. A PCBU that alters or modifies a design itself has the duties of a designer. Domestic residences are covered only to the extent the building may become a workplace during construction, maintenance and demolition.
