Scaffolding should conform to AS/NZS 4576 and the AS/NZS 1576 series and be erected, altered and dismantled by competent people; for scaffolds from which a person or object could fall more than 4 metres this must be a holder of a scaffolding high risk work licence, or a trainee enrolled for one under direct supervision of a licensed scaffolder. Prefabricated components should not be mixed unless the manufacturer approves; safe access and exit should be provided; and handrails, mid-rails and toe-boards should be fitted at every open edge of a work platform. Workers working from a scaffold must be given information, training and instruction on the work, its risks and controls, which may cover emergency procedures, the safe working load, no unauthorised alterations (removing guardrails, planks, ties, toe-boards, braces), keeping platforms clear, never accessing incomplete or defective scaffolds, reporting defects at once, isolating electrical leads from the metal frame, the need for a SWMS for work at or above 2 metres, and electrical permit to work requirements inside the powerline no go zone. Mobile scaffold users should be trained to keep it level and plumb, clear of powerlines, open edges and penetrations, not accessed until castors are locked, never moved with anyone on it, and accessed by an internal ladder except for low platforms where that is not reasonably practicable.
