A PCBU must consult, so far as is reasonably practicable, workers who are or are likely to be directly affected by a health and safety matter (WHS Act ss 47 and 48), including contractors and their employees, on-hire workers, outworkers, apprentices, trainees, work experience students and volunteers. Agreed consultation procedures must be followed, and workers may be represented by an elected health and safety representative. Consultation is expected when identifying hazards and assessing risks, deciding how to control them, deciding on welfare facilities, proposing changes that affect health or safety, and setting WHS procedures. Workers should be encouraged to report hazards at once, and an existing health and safety committee should be engaged.
