Deciding what is reasonably practicable means weighing all relevant matters: how likely the hazard or risk is to occur, how severe the harm could be, what is known about the hazard and ways to remove or reduce it, whether suitable ways of doing so are available, and finally the cost of those ways, including whether the cost is grossly disproportionate to the risk. The risk management process in the code supports this decision.
