A PCBU must ensure so far as reasonably practicable that the workplace layout allows safe entry, exit and movement in normal conditions and emergencies; work areas have space for safe work; floors and surfaces allow safe work; lighting allows safe work, movement and emergency evacuation; ventilation is adequate; workers exposed to heat or cold can work safely; and work near essential services does not create risk (r 40). Practical measures: clear access ways free of materials and waste, separate entries for plant and pedestrians or marked walkways with traffic controls, 450 mm minimum clear access on walkways and scaffold platforms, bins for waste, materials stacked safely away from fences, leads elevated off access routes, exposed nails removed, emergency exits identified, unobstructed and lit with emergency lighting that is tested, work areas and loading zones separated and signed, surfaces inspected for slips and trips, minimum lighting of about 40 lux for general access and 160 lux for typical building work (lock out areas that cannot be lit), glare and contact burn control for high intensity lights, and heat and UV controls such as shade, task rotation, rest breaks, cool drinking water and sun-protective clothing.
