Item 6 omits "in principle" from subsection 11(5). The subsection applies where premises are not approved because of subsection 11(4), the assessment-report condition. If the applicant amends the application in relation to the kinds of service or the category, the Minister may consider and deal with the amended application in accordance with the Principles as if it were an original application. The amendment removes the in-principle reference. The route is now tied to a refusal of the approval on the report ground.
