Buses, ferries, rail cars, trams and light rail must provide at least 2 priority seats, with an additional priority seat where there are 41 or more non-priority seats and a further one for every 20 seats after the 41st. The material of a priority seat must have at least 30% luminance contrast against the other seating, and signage immediately adjacent or as close as possible must instruct passengers to vacate the seat if a passenger with disability requires it. Operators and providers must place priority seating where it is easy to find and use, co-located with entrance doors, accessible facilities, the driver or consistently staffed areas, and must ensure there is space under priority seats for assistance animals. These rules apply to new conveyances and, after the 5-year transitional period, to seating in existing conveyances.
