Australia Disability Standards for Accessible Public Transport 2002 28: Booked services: advance notice of a need for accessible travel may be requested on aircraft, coaches, ferries, dial-a-ride and trains but never for longer than other passengers must give; carers, assistants and assistance animals located with the passenger, normally in an adjoining seat, with the animal able to stay with the passenger without encroaching on an access path; accessible seats held for passengers with disability and released to others only after all standard seats are taken; seats bookable in parts of the conveyance that suit the passenger's needs and in every class

What does 28 require?

Operators of booked services on aircraft, coaches, ferries, dial-a-ride services and trains may ask for advance notice of a requirement for accessible travel, but any notice period must not exceed that required of other passengers. On booked services operators must locate carers, assistants and assistance animals with the passenger they travel with, normally in an adjoining seat, and an assistance animal must be able to accompany the passenger at all times and travel without encroaching on an access path. Accessible seats must be kept for passengers with disabilities and unbooked accessible seats allocated to others only after all other standard seats are filled. Passengers with disabilities must be able to book seats in the parts of the conveyance appropriate to their travelling needs unless already booked, and where classes of travel differ suitable seats must be available in each class; these booking rights apply to all conveyances after the 5-year transitional period.
