Cables or wiring enclosures must not be cut until procedures have been followed and tests prove the cable is isolated. Where isolation of the conductors cannot be conclusively proven, the cable must be presumed live and a SWMS must be prepared. Proximity (non-contact) and single-probe testers must not be relied on to prove the absence of hazardous voltage; a dual-contact voltage indicator is needed. Before removing out-of-service or decommissioned equipment, it and its cables must be isolated from every supply and tested to confirm they are de-energized.
