Live work is permitted only when it is necessary for safety and de-energizing would cause greater harm, it follows mandatory risk controls, and the preparations of this clause are done; it must be done by a competent person, and the regulator, workplace or employer may insist on specific training and authorization. Conductive items (tape measures, rules, reinforced tapes, conductive ladders, EWPs, scaffolding, metal lamp guards) must not be used near live parts, and conductive jewellery, zips and watches must not be worn; hearing protection must be non-conductive. A competent safety observer must be present unless a risk assessment shows no serious risk, and workers must be trained in live test procedures. Controls: document a risk assessment beforehand; make isolation the first option, rescheduling if needed; use a safety observer where isolation or barriers are impracticable; prevent simultaneous contact with different voltages; wear suitable, well-fitting PPE; work from a stable position; maintain earthing continuity on earthed metal or use an approved procedure, with temporary earthing conductors rated for the prospective short circuit current; take care when removing neutral connections; work on one voltage at a time with insulating barriers, covers or mats between phases, breaking the path to earth or other conductors with insulating barriers, tools or gloves; leave unfinished work safe; and return equipment to its original state or have changes approved.
