Bonded asbestos in good condition is low risk unless disturbed, but friable asbestos is always a significant risk. Work must not be done on asbestos-containing material (for example removal, drilling, cutting or pressure washing) except under a risk assessment and safe procedures that capture fibres, and extra precautions (such as respiratory protection, eyewear and disposable gloves, or a competent assessor) must be taken where a switchboard or equipment containing asbestos is damaged. Asbestos may be in fuse boxes, switchboard panels and linings, meter enclosures, textile fuse carriers, conduits, cement sheet, pits and pit lids and old wiring insulation. In Australia the site asbestos register should be reviewed before work; in New Zealand the known or presumed presence of asbestos must be indicated. Equipment identified as containing PCBs (capacitors, ballasts, transformers, some switchgear) must be handled and disposed of safely, in line with local rules.
