Users of fall-arrest equipment and everyone whose tasks involve harness-based work at height must be trained and assessed at five levels: height safety theory for all (to the level of a nationally accredited general course in height safety); height safety operator (accredited course or equal, covering the work, structures, equipment and first response rescue, to work under a supervisor); height safety supervisor (operator competence plus working unsupervised, supervising others and taking part in first response rescue); height safety equipment inspector (theory plus identifying and assessing every defect on the equipment they inspect, applying manufacturers' recommendations); and height safety manager (those managing harness-based work, designing infrastructure or equipment, deciding on equipment purchases or developing safe work practices, with extra theory, technical skills and risk and systems management). All competencies must be reassessed at appropriate intervals, and records must be kept for every trained person stating the level achieved. Appendix E gives guidance.
