Each work environment's analysis should cover first aid and rescue of an incapacitated person at height and a recovery plan considering: a way to call for help if a fall goes unseen; self-recovery or recovery using devices with winching; rescue from hard-to-reach locations requiring the rescuer to use height equipment, not only after falls; pre-deploying rescue systems; urgent first aid before or during rescue and fast lowering for medical assessment; managing suspension intolerance by deploying rescue within a few minutes, possibly with a person at ground level; and the principles that rescue should not rely on emergency services, should not endanger rescuers or others and should not depend on the casualty's actions. Even an apparently uninjured person may tolerate suspension only briefly (Appendix A).
