Employers and self-employed persons must eliminate the risks of confined space work as far as reasonably practicable, for example by removing the need to enter. If not reasonably practicable, the risk must be reduced as far as reasonably practicable, taking into account: the nature of the space; possible changes in oxygen or contaminant levels where the atmosphere is a hazard; the work to be done, the available methods and the method chosen; hazardous work needed outside the space; the entry and exit arrangements; and the type of emergency procedures needed (ss 21, 23, 24; consult employees and the HSR, r 21).
