High risk work, meaning work inside a Schedule 3 licence class, may only be performed by someone who has a licence of the appropriate class for that particular work. Section 40(4) of the Act makes it an offence to carry out work that the regulations require to be done by a licensed person without that licence, and Part 6.1 sets out how to obtain one. Exceptions (trainees, persons working under r 138, listed Schedule 4 pressure equipment, Authority exemptions, and plant testing, installation, commissioning, maintenance or repair) are in r 130, and equivalent interstate licences are recognised under r 131.
