Chapter 2: greenhouse gas emissions, energy, carbon offsets, Scope 3 and value chain, renewable, sequestered and embodied carbon (paragraphs 2.1 to 2.88) – UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM)

UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 2.8-2.11: Conversion factors: use the government's factors, turn to other published factors only where none is available, note every departure in the report or on the website, and never weather-correct emissions data

What does 2.8-2.11 require?

The government's conversion factors come first. Only where no suitable factor exists in the government range may an organisation reach for another published source, such as accredited university or international research, and commissioning bespoke factors is discouraged as poor value. Any such departure shall be recorded in a note, placed in the report, on the website or somewhere similar, that spells out where and why the government factors were not used. Weather correction of emissions data is not permitted.
