Chapter 2: greenhouse gas emissions, energy, carbon offsets, Scope 3 and value chain, renewable, sequestered and embodied carbon (paragraphs 2.1 to 2.88) – UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM)

UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 2.28-2.31: Presentation of emissions: support the total with a segmental breakdown, use the grid average conversion factors for electricity, show renewable tariff and offset reductions only as reconciling items from gross to net, and prepare all figures under the stated carbon accounting policies

What does 2.28-2.31 require?

Presentation rules for the carbon figures: the headline total should be backed, where possible, by a segmental split showing which activities generate the emissions; electricity emissions should be worked out with the grid average conversion factors published by DESNZ; and any lower figure claimed on the strength of renewable tariffs or offsets should appear only as a reduction that takes the gross number down to a net one, never inside the required gross figure itself, ideally with a gross to net reconciliation set against the relevant targets. Every figure should rest on the carbon accounting standards and the cross-public-sector policies in this guidance plus any statutory or regulatory requirement, and a fuller organisation-specific accounting policy may live on the website and be cited from the report.
