UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 2.42-2.45: Baselines and double counting: set a baseline for progress measurement, reconcile and explain any re-baselining, and keep Scope 1, 2 and 3 emissions separately distinguishable for consolidation

What does 2.42-2.45 require?

Baselining establishes the reference point against which progress and targets are assessed and applies to emissions and other sustainability metrics (Appendix A has detail). An organisation may need to re-baseline after significant operational or machinery-of-government change; where it does so it should reconcile and explain the differences from the previous metrics and targets. Double counting is prevented in line with the GHG Protocol provided Scope 1 and 2 emissions are distinguishable, so organisations should ensure they can separately distinguish the three emission scopes for consolidation purposes.
