Chapter 2: greenhouse gas emissions, energy, carbon offsets, Scope 3 and value chain, renewable, sequestered and embodied carbon (paragraphs 2.1 to 2.88) – UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM)

UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 2.20-2.24: Minimum emissions disclosure aligned with the TCFD metrics and targets recommendation: Scope 1, Scope 2 and, if appropriate, Scope 3 emissions and related risks, with set information where material emissions fall outside the GGC measurement and where carbon offsets are used

What does 2.20-2.24 require?

The floor for emissions reporting matches recommended disclosure (b) under the metrics and targets pillar of the TCFD Application Guidance: Scope 1 and Scope 2 shall be disclosed, Scope 3 where it is appropriate, together with the risks that attach to them. For the typical department, agency or NDPB the measurement method for Scope 1 and 2 is the one used for the Greening Government Commitments. A body whose material Scope 1 or 2 sources lie outside that measurement, or whose Scope 3 emissions it judges material to primary users, shall give the prescribed information in the annual report and accounts or explain its absence, and any body using carbon offsets shall add the offset information. Table 1 sets the detail for emissions, energy and offsets.
