UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 2.32-2.37: Energy accounting: report energy consumption and expenditure alongside emissions on a gross basis in kWh, state renewable and on-site generated energy separately rather than netting it off, follow the carbon accounting boundaries, and attach an explanatory note to any estimates

What does 2.32-2.37 require?

Energy use drives most emissions, so energy consumption and spend are reported beside the GHG figures on one consistent basis. Because carbon accounts are gross, every energy input to gross emissions shall be expressed in kilowatt-hours. Renewable supply and electricity generated on site remain energy use and cannot be deducted: each shall be shown as its own line next to non-renewable energy, with an overall total. The boundaries and definitions used for carbon apply equally to energy, and the treatment of embodied carbon follows as best practice. Estimates are allowed where exact data is missing, provided an explanatory note accompanies the figure; that note may describe the steps planned to capture better data.
