A public body may adopt reduction targets of its own outside the commitments framework and report progress on them, but offsets cannot be used to bring emission metrics down for the purpose of meeting commitment targets. In an overall carbon account only permitted offsets may be counted as reductions, each shown on its own line where a separate carbon account is published. The Paris Agreement Article 6 arrangements, including the UN-run Paris Agreement Crediting Mechanism, set the frame: credits should count as reductions only when they come from approved high-integrity schemes (that mechanism, or schemes endorsed by the Integrity Council for the Voluntary Carbon Market); a published carbon account should list each credit type separately; and one unit stays equal to one tonne of carbon dioxide or equivalent reduced or removed.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
