The standard metric for public sector GHG reporting is carbon dioxide equivalent in tonnes, which captures the seven greenhouse gases of the Kyoto Protocol referenced in the Paris Agreement (carbon dioxide, sulphur hexafluoride, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and nitrogen trifluoride). The guidance is built to be consistent with the GHG Protocol Corporate Standard, whose accounting principles are akin to financial GAAP but offer choices that this guidance narrows for public sector consistency, and with the government's published guidance on calculating and estimating emissions.
