Some Scope 3 categories are already measured for the Defra returns under the commitments framework, chiefly official business travel (part of category 6, overseas flights excluded) and data centres, which fall in Scope 1 and 2 or Scope 3 according to who owns or controls them. That data can feed the annual report but is not a minimum and belongs there only when material. Readers also need the wider value chain picture of climate and sustainability risks and opportunities. Outsourced contracts, leases and public-private partnerships can sit outside the accounting boundary while still being material to the value chain, the clearest case being emissions moved off the books without any real cut; such arrangements shall be described in adequate detail, failing which the entity shall explain the non-compliance and the reasons for any missing data. Joint cross-government approaches, procurement among them, offer another route to decarbonising the chain.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
