Uganda Occupational Safety and Health Act 2006
Parts XII and XIII: Hazardous materials and chemical safety (sections 83 to 98) – Uganda Occupational Safety and Health Act 2006

Uganda Occupational Safety and Health Act 2006 87-88: Confined spaces and asphyxiant gases: adequate means of exit, entry only after fumes are removed and a test shows the space is free of dangerous fumes with a belt and rope held from outside, or with suitable breathing apparatus, assured air supply, trained rescuers with breathing and reviving apparatus readily available, manholes of the prescribed minimum dimensions; and where ammonia, chlorine, carbon dioxide or other asphyxiant or irritant gases may be present, relocation, ventilation or other measures to remove the danger and approved breathing apparatus kept ready for rescue and making premises safe

What does 87-88 require?

Where work is done inside a confined space it has adequate means of exit and nobody enters unless all practicable steps have removed fumes and a suitable test confirms no dangerous fumes remain and the entrant wears a belt attached to a rope held by someone outside, or the person wears suitable breathing apparatus; enough workers trained in breathing and reviving apparatus, belts, ropes and restoring respiration are readily available; no employee enters or stays in a chamber, tank or vat, pit, pipe or flue or similar space without an adequate air supply that renders fumes harmless or suitable breathing apparatus; and unless other adequate access exists the space has a manhole of at least 45 by 40 centimetres or 45 centimetres diameter (40 by 35 centimetres or 40 centimetres diameter for tank wagons and mobile plant). Where ammonia, chlorine, carbon dioxide or any other gas or vapour that asphyxiates or irritates is present or could be, all practicable measures, by locating the plant elsewhere, ventilation or other means, prevent danger to health, and Commissioner-approved breathing apparatus or other equipment is provided, maintained and kept readily available for rescue and for making premises or operations safe.
