Uganda Occupational Safety and Health Act 2006
Parts III to VI: General duties of employers, the self-employed, controllers of premises, manufacturers and suppliers, and workers (sections 13 to 39) – Uganda Occupational Safety and Health Act 2006

Uganda Occupational Safety and Health Act 2006 28-34: Duties of designers, manufacturers, importers, suppliers and transporters: articles and chemical substances for use at work designed, constructed or formulated to be safe when properly used, with the necessary testing and examination, adequate and clear information on intended use, testing and safe conditions, joint and several liability of supplier and receiver, the effective supplier bearing the duty in financed sales, research by designers and manufacturers to find and remove risks, reliance on earlier approved tests, importers obtaining toxicity information where prescribed, and prior authorisation for highly toxic chemicals

What does 28-34 require?

Anyone designing, making, importing or supplying an article, chemical substance or mixture for use at work ensures, so far as reasonably practicable, that its design, construction or formulation makes it safe and free of health risk when properly used for its intended purpose, carries out or arranges the testing and examination needed to meet that duty, and takes steps to make available adequate and clear information on the use for which it is designed, its testing and the conditions needed for safe use; the duty covers what is done in the course of trade or of an undertaking and what lies within the person's control. Supplier and receiver are jointly and severally liable for the safety of what is supplied, except that the receiver is not liable for inherent defects; in hire-purchase, conditional and credit sales the financing effective supplier, not the ostensible supplier, carries the supplier's duties other than for inherent defects. Designers and manufacturers carry out the research needed to discover and, so far as reasonably practicable, eliminate or minimise risks their design or article may create, without repeating tests or research already done where reliance on them is reasonable; importers, in circumstances the Government occupational hygienist prescribes, obtain adequate research information on toxicity and harmful effects and make it available to those concerned; and manufacturing, supplying, transporting, using or disposing of chemical substances that the Government chemist or another mandated authority regards as highly toxic or dangerous requires that authority's specific authorisation after protective measures are in place.
